The publication “Water Security: Concepts, Comprehension and Approaches” was developed to unify the term and concept of “water security” (in legal documents) in Vietnam, with the following definition: “Water security is the ability to ensure the quantity and quality of water for the people as well as socio-economic development activities and the environment under normal, adverse and emergency conditions; and to ensure adaptation to water-related disasters and harms”.

The content of this publication is built on the study of water security concepts being used worldwide, as well as the review of domestic and international research, with the consult from experts from relevant agencies.

The handbook serves as a reference, clarifying the term and concept of “water security”. The handbook is expected to give management agencies, organizations, individuals and media agencies more specific assessments on water security issues; promote propaganda and raise public awareness to contribute ideas to develop policies in the field of water security, thereby accelerating the implementation of policies and laws on the protection of environmental resources in general and water resources in particular.
